EC annual report about Bulgaria’s judicial system remains critical

The latest annual report of the European Commission under the Mechanism for Cooperation and Verification released today, January 27, ascertained that the problems in Bulgaria’s judicial field remain, the level of corruption in that country is still high, the local institutions are unable to deal with the challenges and the public confidence in the judiciary continues to be at a very low level. According to the annual report, the start of a process aimed at improving the effect of the random distribution of the cases in the country’s courts is a positive step forward. The implementation of a new centralized IT system in the whole judiciary was also mentioned as a positive move. The CVM report, however, ascertains the necessity of a deeper reform in the prosecutor’s office. The authors of the annual report make a series of recommendations: the country should make more efforts to guarantee the independence of the magistrates, to continue to the reform in the Supreme Judicial Council, adopt a new law to combat corruption and make amendments to the State Administration Act.
