What could have been done has already been done,” the Bulgarian prime minister said. “That is an issue different from the issue of how Lukoil is evading the regulations by transfers from tanker to tanker, or by bringing oil into other countries with false documents. But it is not within the government’s powers to address that,” PM Denkov added.
