National Ombudsman Maya Manolova and representatives of the initiative committee for organizing a referendum have submitted to parliament a proposal for amendments to the Election Code.

The proposal envisages a 100 percent majority electoral system with 240 single-seat constituencies, 9 of them abroad. At the referendum on 6 November, almost 3.5 million voters cast their ballot for the installment of a majority electoral system by absolute majority in two rounds. According to the ombudsman, this is a clear indication of the will of the nation, even though the voter turnout for the referendum was 12,000 votes short of the threshold that would make it obligatory.
