5 years for Bulgaria to provide waters from the Arda River to Greece for irrigation was approved as a proposal to Greece by the Bulgarian government. The draft joint declaration on the use of the waters of the Arda River states that the two sides confirm that Bulgaria's previous commitment to supply water to the Greek side was fulfilled on July 9, 2024. It was undertaken with an agreement from 1964.

The Greek government declares its intention to begin within a reasonable time activities to modernize the constructed and/or build new equalizers (dams) in order to ensure irrigation on Greek territory.

Bulgaria declares its intention to provide the service of "accumulation, storage and regulated supply of water volumes" from the Arda River. The Greek government declares to ensure the reimbursement of the relevant costs for the water provided by the Bulgarian side, is recorded in the draft document.
