Bulgaria will try to save part of the second payment under the Recovery and Resilience Plan

Our country has a six-month deadline until the end of August 2025 to restart the process of adopting the laws related to the Recovery and Resilience Plan. This will be done in an attempt to save most of the second payment under the plan, announced Deputy Premier and Minister of Innovation and Growth, Tomislav Donchev, at his second briefing of the day. Earlier today, he stated that the second payment under the Recovery and Resilience Plan, amounting to EUR 653 million, will certainly be denied, although Bulgaria has implemented 85% of the necessary reforms.

Assen Vassilev from We Continue the Change-Democratic Bulgaria (PP-DB) commented on the news, saying that due to the lack of reforms in the judicial system and anti-corruption legislation, the government is putting the execution of the plan at risk. Tomislav Donchev assured that the reason some laws have not been supported is not the lack of will to fight corruption, but the need for amendments to these laws.

According to him, the more problematic reforms are in the energy sector, specifically the liberalization of the electricity market, rather than in "Justice and Anti-corruption". "I am not entirely convinced that such a reform (for liberalization of the electricity market) will find support in the National Assembly, despite Bulgaria having committed to carrying out such a reform", Tomislav Donchev pointed out.
