In the previous caretaker government, the caretaker prime minister Dimitar Glavchev combined the functions of prime minister and foreign minister at the same time, and the nominee for minister of foreign affairs, Ivan Kondov, in the project of a caretaker cabinet, until now holds the position of deputy minister of foreign affairs. Prime Minister Dimitar Glavchev specified that Kondov's nomination was valid. A year ago, from May 3, 2023 to June 6, 2023, Kondov was acting Minister of Foreign Affairs, appointed by decree of President Rumen Radev. The website of the Ministry of Foreign Affairs states that Kondov holds the position of permanent secretary in the department. Kondov has a degree in International Relations from the University of National and World Economy in Sofia in 1994, and in 1995 he joined the Ministry of Foreign Affairs.

Ivan Kondov speaks Spanish, English, French and Italian, he also speaks Russian and Portuguese.

Prime Minister Dimitar Glavchev specified that Kondov earned his trust while he was replacing him as foreign minister, that is the reason why he was proposed. After talks with President Rumen Radev, it was decided that a professional from the system should be chosen for the position of Minister of the Interior, so that there would be no politicization, so he chose Atanas Ilkov, who is far from politics. Ilkov has been in the system of the Ministry of Internal Affairs since 1987 and has a master's degree in law. He completed his higher education at the Southwest University "Neofit Rilski" in Blagoevgrad. He specialized at the International Law Enforcement Academies in Budapest and Roswell, New Mexico.

Since October 2022, he has been the director of the General Directorate of the National Police.

As for the change of the Minister of Transport, as the only argument Glavchev points out that there are quite serious problems in the Bulgarian State Railways company and footage of passengers pushing a train has appeared on social networks.

The nominee for Minister of Transport, Krasimira Stoyanova, is a long-term employee of the Ministry of Transport as director of the Legal Directorate, as well as chief secretary of the department during the time of Nikolina Angelkova. As an employee of the Ministry of Transport, Stoyanova was also on the Supervisory Board of "Bulyard Shipbuilding Industry", "Vivacom Bulgaria" and "Information Service".
