According to a report by National Security Agency (SANS), 2024 will continue to see highly-intensive attacks by foreign special services against national security, malicious information campaigns and cyber attacks.

The 2023 report notes that concerns about potential Russian aggression against other countries are growing. Moscow's efforts to undermine NATO unity and impede NATO enlargement have been sustained, using a hybrid approach.

In 2023, the potential for an escalation of tensions, accompanied by violence, remained in the Western Balkans, according to the State Agency for National Security. The region is also witnessing an increase in hate speech against Bulgaria, including in some cases physical attacks against citizens of other countries who identify as Bulgarian.
