President vetoes changes to Criminal Procedure Code

President Rumen Radev has vetoed the restoration of the Plenum of the Supreme Judicial Council and the powers of the Prosecutor General, his press office said on Monday. 

"The widely proclaimed judicial reform with the latest amendments to the Constitution has been practically abolished by the provisions adopted on February 1 in the Law on Amendments and Supplements to the Criminal Procedure Code, which is a targeted disregard of the supremacy of the Constitution," the veto statement said. 

It points out that recent amendments to the Basic Law have split the Supreme Judicial Council into two councils - the Judicial Council and the Prosecutorial Council - and severely curtailed the powers of the Prosecutor General. Radev also objects to the limited right of defendants to become acquainted with evidence when they are remanded in custody by the court.
