The Ministry of e-Government published and sent to the Central Election Commission its report on the evaluation of the voting machines, in accordance with the provisions of the Election Code of Bulgaria.
At a briefing, Deputy Minister for e-Government Mihail Stoynov, who was accused yesterday of having taken a picture of the machine’s hash code, uploading it to a flash drive and taking it away with him with the aim of manipulating the election results, stated that he is not acquainted with the report by the State Agency for National Security (SANS) and will only make any comment once the probes have been completed.
On Facebook, GERB party called on Prime Minister Nikolay Denkov to post the report by SANS on the website of the Council of Ministers as it is not marked as secret. The aim is to avoid any political speculations so that voters can find out what the motives of the Central Election Commission are for doing away with machine voting, GERB says.
Atanas Atanasov, co-chair of the parliamentary group of We Continue the Change/Democratic Bulgaria also called for the report’s publication. MP from the coalition Nikola Minchev on his part stated that the SANS report is addressed to National Assembly President Rosen Zhelyazkov and that it was up to him to make that decision.
On their part, We Continue the Change stated at a briefing late last night, that the Central Election Commission had needlessly rushed into the decision to do away with machine voting, as the deadline for the certification of the voting machines actually expires today, the lack of certification being the principal motive for the CEC's decision. We Continue the Change/Democratic Bulgaria (PP/DB) stated they would be appealing the CEC’s decision at the Supreme Administrative Court. Meanwhile the Central Administrative Court stated it could not make a ruling on the matter before Monday. The local election is tomorrow, Sunday.
The Central Election Commission stated today it is not going to revoke its decision and the voting by paper ballot only will go ahead.
