At a meeting in the National Assembly, the two coalitions GERB-SDS and We Continue the Change-Democratic Bulgaria (PP-DB) agreed on the direction of the constitutional changes, but diferred in their positions on the document that must be signed to ensure the governing majority and the government.

"For us the first issue is the signing of an agreement, which in our opinion should be a coalition agreement, because it should be clear who bears responsibility and who upholds the decisions," said GERB MP Desislava Atanasova. "We are not talking about a coalition agreement, because there is no trust between the two forces and it cannot be overcome in this way... We are talking about a mechanism to ensure compliance with the commitments made during the formation of the government," said Lena Borislavova from We Continue the Change. PP-DB expects from GERB guarantees for a stable majority, not for floating majorities with the participation of "Vazrazhdane" and the Movement for Rights and Freedoms.
