The Defense Investment Program until 2032 has been submitted to the parliament. The new program, on the recommendation of the previous National Assembly, groups projects under BGN 100 million into packages of capabilities, and those over BGN 100 million will be described separately so that the deputies could be aware of what they are endorsing. In the proposal of the Council of Ministers, two financing options are specified - with defense costs rising to 2.5% of GDP and with 2% of it.

The document states that the main source of funding for the projects is the defense budget and defense expenditure under the central budget.

An annual review of the implementation of the program is planned.
