Bulgaria's Constitutional Court has opened a case at government's request for interpretation of Art. 59, paragraph 1 and 2 of the Constitution, in order to decide if introduction of mandatory military training for reservists under the Armed Forces Reserve Act is admissible.
The Government asks whether a special law could regulate military training for reservists, without this leading to the restoration of compulsory conscription service.
The current legislation provides for voluntary enlistment in the reserve. Keeping in mind the realities in the security environment, the Ministry of Defense believes that mandatory training for reservists should be introduced.
