No agreement was reached on the proposal to invite the President of Ukraine Volodymyr Zelensky for a video address on the first day of the 48th National Assembly, Ekaterina Zaharieva of GERB-SDS said after consultations of the parliamentary forces, which did not include BSP, "Bulgarian Rise" and "Vazrazhdane". "Democratic Bulgaria" and "We Continue the Change" were against this happening at the very opening of the parliament.

For a third day in a row, the new Bulgarian MPs discussed who should be guest at the solemn meeting for the opening of the parliament. After heated discussions on October 11 and 13, they decided not to invite the Russian ambassador Eleonora Mitrofanova and the interim head of the Belarusian embassy in Bulgaria Nikita Leshukov to the event. Later, GERB-SDS proposed to discuss the possibility of inviting the President of Ukraine, Volodymyr Zelensky, to make a video address at the first parliamentary session.
