Ukraine wants the powerful countries in the free world to become guarantors of its security, Ukrainian President Volodymyr Zelensky said. He specified that the guarantor countries must preemptively cool down intentions of aggression against Ukraine, and in the event of aggression they should respond with sanctions, arms supplies and all necessary material and financial assistance.

Former Russian president and deputy chairman of the Russian Security Council, Dmitry Medvedev, commented on Telegram that the signing of such a document was "a prologue to a Third World War." Medvedev once again threatened the West with nuclear war because of its aid to Ukraine.

In a 90-minute phone call, German Chancellor Olaf Scholz called on Russian President Vladimir Putin to "reach a diplomatic solution as quickly as possible.” Scholz also called for a ceasefire, a complete withdrawal of Russian forces and respect for the territorial integrity and sovereignty of Ukraine, Steffen Hebestreit, spokesman of the chancellor, reported. Scholz also pointed out the need to guarantee the safety of the Zaporizhzhya nuclear power plant.
