The reason for Ninova's request was the "new situation" related to the decision of the Constitutional Court that declared the appointment of chair of the Energy and Water Regulatory Commission unconstitutional. This creates the impossibility of determining the prices of gas and electricity.

Also in the parliament, the co-chairman of "Democratic Bulgaria" Hristo Ivanov commented that parceling of ministries in the new cabinet should be avoided. According to him, a possible formula is ministers to be from one formation and their deputies from another.
