Constitutional Court: Election of Head of Energy Regulatory Commission was illegal

The legitimacy of Stanislav Todorov's decisions as chairman of the regulator is under question

With 9 votes in favour, the Constitutional Court has declared unconstitutional the decision of the Parliament of 9 February 2022 to appoint Stanislav Todorov as Head of the Energy and Water Regulatory Commission.

The lawsuit was filed by 59 opposition MPs who challenged the procedure for the election of Stanislav Todorov as chairman of the Energy Commission. The basis for their claim is that during the procedure the legal requirements for candidates were changed, which allowed the candidate nominated by the government to secure the necessary professional experience in the energy sector to obtain the post.


The case calls into question the legality of Todorov's decisions as chairman of the regulator.
