The Constitutional Court has unanimously declared the revocation of a driver's license and banning of cars from the road over unpaid fines unconstitutional. The case was initiated at the request of ombudsman Diana Kovacheva after mass inspections for old debts on travelers to Greece, BGNES reported.
According to the court, in order to force the debtors to pay the fines, the legislator restricted the exercise of basic constitutional rights of citizens, such as free movement and the right to property. "Any restriction of rights aimed at compensating for the inability of the state to fulfill its duties is inadmissible in a country where the rule of law is observed," the constitutional judges said.
