Bulgaria vows to reform its social practices

The Council of Europe has published the responses of Bulgarian authorities to a report from the end of 2020 of the Committee for Prevention of Torture and Inhuman or Degrading Treatment or Punishment. The document had made recommendations on the situation in institutions for people with disabilities.

Bulgaria says that existing homes for people with disabilities will be closed by January 1, 2035. There are plans to close about 41 of the existing 70 institutions for people with disabilities by the end of 2027, according to the Ministry of Social Affairs. Homes for the elderly will be reformed by January 1, 2025.

The answer contains examples of actions taken to improve conditions in social homes and state psychiatric hospitals, BTA has reported.
