The treatment, conditions and legal guarantees for psychiatric patients in Bulgarian social institutions remain inconsistent with the recommendations of the Council of Europe, a report by the Committee for the Prevention of Torture reads. In August 2020, a delegation of the committee visited three state psychiatric hospitals- "St. Ivan Rilski ” in Sofia, the State Psychiatric Hospital in Tsarev Brod and the psychiatric hospital in the town of Byala.
