EC's Venice Commission assesses proposed amendments to Bulgaria's Constitution

The Venice Commission of the Council of Europe has presented an assessment of the proposed amendments to the Bulgarian Constitution. The assessment was conducted following a demand by the Bulgarian side and was completed via an urgent procedure. The Commission states that it is regrettable that they were not preceded by a proper public discussion and explanation, BTA reported. 


Regarding the proposal for reducing the number of MPs from 240 to 120, it is noted that these are random numbers, without an in-depth assessment of the impact on the Bulgarian political system.

The separation of the Supreme Judicial Council and the proposal to file a separate appeal to the Constitutional Court have been positively assessed. It is stated that the proposal to abolish the requirement to convene a Grand National Assembly for the purpose of making changes in the Constitution does not contradict European regulations.
