Lawyers file complaint against mandatory wearing of masks in public places

Dozens of complaints have been filed with Bulgaria's Supreme Administrative Court against the Health Minister's order issued yesterday that protective masks should be mandatory to wear in indoor and outdoor public places. They were submitted mainly by lawyers, arguing that the measure against Covid-19 was contrary to the laws now in force and that the State did not create the necessary conditions for its implementation, as there exists an explicit requirement as stated in Art. 63, paragraph 4 of Bulgaria's Health Act. The measure also contravenes the Law on the Restriction of Wearing Clothing Covering or Hiding a Person's Face, adopted in 2016. According to lawyers, the state of emergency declared in Bulgaria does not invalidate the current legislation in the country.
