In Egypt, before the opening of EU-League of Arab States summit, Bulgaria's Prime Minister Boyko Borissov said that despite differences, the EU and the League must lead a fair and open dialogue because they faced a number of common problems making Euro-Arab relations extremely important.

In his opening speech, Egypt’s President President Abdel Fatah al-Sissi called for stronger actions against terrorism. President of the European Council Donald Tusk pointed out that states participating in the forum should jointly work to stop the business model of smugglers and traffickers urging people to take dangerous journeys and fueling modern slavery. PM Boyko Borissov has held bilateral meetings with Emir of Kuwait Sheikh Sabah Al Ahmad Al Jaber Al Sabah and Deputy Prime Minister of Oman Asa'ad bin Tariq bin Taimur al Said.
