In the latest ranking of the Heritage Foundation, Bulgaria placed 47th in the world when economic freedom is concerned. This country falls into the group of moderately free economic countries together with Cyprus (48th), Turkey (60th), Albania (65-th place), Montenegro (83rd place) and Bosnia and Herzegovina (92nd place).
In the analysis for Bulgaria the foundation writes that competitive flat tax and the system of open trade encouraged private sector development, while the financial sector showed relatively high levels of durability. Public finance management was good and the public debt was still among the lowest in the region, while the budget deficit continued to decline.
However, "Heritage" voices criticism over insufficient institutional reforms that are particularly needed for judicial efficiency.
