95% of the foreign freight vehicles crossing Bulgaria do not pay vignette tax, Bulgaria’s Minister of Regional Development and Public Works Lilyana Pavlova said. Minister Pavlova added that the authorities are planning to introduce a new sanction for those vehicles called compensatory tax which will be paid immediately by the drivers.
